Upgrade to Bootstrap 4 #136

This is a large changeset, upgrading to Bootstrap 4 and Font Awesome 5.

As this PR removes the College Green theme, many of the site's elements now look different. All views need to be tested to ensure that they look correct and can be interacted with as expected.

The changes can be previewed at https://syosset-staging-pr-136.herokuapp.com.
