export.py has get_latest_master_unversioned() subroutine that retrieves the latest model/Sco-GEM.xml from the master branch and strips the version information. This can then be used as starting model in devel to update to the next version.

This PR only partially addresses #118, but should be merged with devel soon to make the v1_3_0.py curation script to work.
(The branch from #126 was already merged in this branch to give a functional model to work with.)
