feat: different base and pr target branches #64

This PR aims to close #61 by allowing the base branch of the pipeline to be different from the target branch of the pull requests created by the pipeline.

All the PRs were successfully created, the output model files look allright, this branch is ready to be merged into feat_update_all_ecModels
