When UMS is configured to authenticate users only against an LDAP directory.
a temporary password is still sent to a new user (who should only rely on its current LDAP password) and the system keeps asking any new user to change its password before allowing him to perform any operation.
Expected behavior for UMS is not to send any temporary password, use LDAP stored one instead and immediately activate the new user
