e: added machine id as option for getJobInfo #452

This removes the requirem...ent for the dispatcher

Warning: this applying patch would require to update swip API

I agree that it requires to upgrade the SWIG API. Shouldn't this change wait the upcoming release ?

I think that since the next release (4.0.0) will be a major release it may be simple to integrate it. Otherwise this will cause to upgrade the major version to 5 later

But I know that this has other implication, regarding the WebBoard notably. So If you think it could integrate it later, it's OK.

I think we can integrate it, we still do not have made the official 4.0.0 release to be able to change the A[PB]I
