Adds EOF newlines where missing
Fixes line endings in Procdump.c to be LF to match the rest of the repo and the norm on Linux

Both of those changes could be enforced with an editorconfig file and note in the contribution docs, but that's out of scope for this PR.

Viewed with git diff -w or ?w=1 in the GitHub diff display, the diff here is just removing an extra newline in the readme.
