I think it does not make sense to differentiate between core and community in this repo.

A differentiation between Tools, Importers, Conf, etc. makes more sense.

There might be plugins that we regard as community:

Edge cases not suitable for most users
Plugins with license issues (e. g. pdf2docx has GPL - we would not want to distribute this in this repo)
