This PR ports the loot rework from upstream. Properly, this time. It has been tested to the best extant possible on my own. It's highly likely that some minor bugs may crop up on the live server, but they ought to be easily fixed.
Furthermore, the sanity rework was also ported over, as it was basically a prerequisite for the loot rework.
No barren maints here.
Why It's Good For The Game
In addition to making the addition of items to the loot tables hilariously easy, the loot rework also adds FAR more variety to maint loot.
The sanity rework should also reduce the amount of foot fetish instances, and makes food desires actually functional.
