Fixes some fancy spawning stuff and cargo chute #204

About The Pull Request

The cargo chute no longer has a big box of spawns on it, corrected its output to also work and its replaced light with a window.

Made a modular folder for blacklisting items - So far blacklisted a few things like merc/ninja suits rig/borge jetpack and monitor key from spawning as well as a box of church headsets. Oh and one human AI board. Turns on aloe fix file - oops

Makes the way from maints cryo to stairs no longer need access

Why It's Good For The Game

Lets have cargo work and not spawn 5 combat rigs just in maints... Also kinda sucks to get stuck in cryo maints for all of the shift if no one can get you...

tweak: the path to cryo maints can now be accessed by anyone.
tweak: the monitor key for telecoms will no longer spawn in maints
balance: maints loot will now not spawn ninja, blood red and stealth rigs
fix: Cargo chute has been corrected
fix: Aloe drink can now be mixed 2x - Turned on file addition
