Why It's Good For The Game
This gives durability mods more use, and makes workspeed and precision mods that increase degradation less valuable.
Some nerfs to extremely powerful combination tools (Circular Saw, Combisaw, Munchkin5000), as they were better in every way than their single-use counterparts (electric screwdrivers, big wrenches, armature cutters, advanced welders)
Makes the circular saw less of an amazing primary weapon and more a last ditch sort of thing.
Reduces some of the amazing stuff you find in maint. You can still find clean stuff! But actual clean guns will be notably rarer and old guns may have some nasty penalties now. Encourages people to trade with cargo and sci for the guaranteed really good stuff.
