This PR ports Polaris' translators (which they themselves ported from elsewhere to begin with). It also fixes an issue with speaking solcom where speakers would occasionally start /listing verbally.
A new sprite for the universal translator has been made by yours truly. The earpiece is just a recolored bowden headset.
Science can make the translators after researching the basic telecomms node. Why this node specifically? Because it's literally a useless stepping stone and its icon is that of a headset. So might as well make use of it.
This PR has been tested, and was found to be functional and bug-free.
Why It's Good For The Game
Currently the only means of translating languages in this codebase is via a PAI or a clunky tape recorder. This just adds a more direct and convenient way of translating languages, and also adds more purpose to an otherwise useless research node.
