Output provided by the tempomat (if present) must be used by the PowerTrain component.

Satisfies last requirement of epic: #3

[x] abstract away driving input from packets of Driver
[x] add output of Tempomat to the new abstraction
[x] make sure that output of Tempomat is only used if tempomat is currently active
