The Plus/4 version reads "help: help" instead of "F7: help" #2

The issue title says it all. :)

The key is labeled HELP/F7, meaning it is HELP without Shift, and F7 with Shift. Since Anykey does not require you to press Shift to enter the help screen, Help is the correct label.
