[BUG] if editors are not allowed to edit plugins, hiding a plugin flashed green without changing it

No error message, No change in state, just green flashing as if everything would be fine. Probably not bound to plugins, but that are the only tt_content elements which are childproof in my systems.

Will probably provide PR in due time.
