feat: tup-647 new getting_started template #746

Overview

Add a v3 getting-started.html template.

Testing

  1. Be logged in.
  2. Open CMS.
  3. Create/Edit a "Getting Started" page.
  4. Edit template.
  5. See 3 Getting Started template options:
    1. (v3)
    2. (TAM)
    3. (v2)
  6. Choose (v3) template.
  7. Review output, e.g.
    • images
    • layout
    • wording

Thanks, @taoteg.

All temporary, hopefully unnecessary, but I want it in there if H.P. and I's plan is too slow.

H.P. and I want (and wanted, but never got) all CMS guide templates migrated to docs.tacc.utexas.edu.

I'm working on the migration now in tandem with this quick fix.
