Vault priority is wrong #46

TAEB thinks that "Resting up to gain some hp" (from Defend) is more important than following a vault guard out of a vault, but the vault guard disagrees.

Also, if the vault guard hasn't started moving yet and we decide to search, we do 20 turns at a time (20s), and the vault guard talking to us doesn't interrupt our searching, so it immediately angers it. We should also only search one turn at a time when a vault guard is visible.
