Customize browse indexes for PDAC collection #265

Eliminate browse by Title and Author for PDAC collection. Introduce browse by Name (on local.pdac.name). This should be at the PDAC Registry collection level.

It doesn't appear to be possible in DSpace 7, currently, to customize the discovery/browse configuration per collection and that is considered a bug: https://github.com/DSpace/DSpace/issues/8428
