401 when viewing service and a feature proposal for that service is edited in another browser #174

This can be reproduced by submitting via the "Make a Request" form but not when submitting via the admin/management pages.

This seems to happen when creating an "idea" via the admin/management ui but not for a "feature proposal". The "Make a Request" appears to create an "idea" and not a "feature proposal".
