See commits at https://github.com/TAMULib/mod-oai-pmh/commits/3.8.0.tamu.1 The 952 Holdings Info should come through on the OAI-PMH response. The supression flag should be respected. These fixes should be moved upstream, maybe make these behaviors configurable.

Is this issue solely about creating an upstream PR for our local customizations?
