As a developer, I want to be able to navigate to a new page in Scholars that has a similar layout to that of the Temporal Graph

Acceptance Criteria:

Implementation of a custom header that can change depending on what organization is being viewed.
Implementation of the dual column structure (under the title) to mimic that of the Vivo 'Temporal Graph'.
Make mobile friendly layout. With graph displayed on top and filters displayed in the bottom.
