Add JavaDocs comments #208

Verify that editor (personal) isn't adding additional spaces for block comments. If that is the norm, need to update the configuration.xml file for the javadoc checkstyles.

We could add an editorconfig and align that with the checkstyles to try to reduce editor auto formatting from causing inconsistency.
