The weaver modal bg should be displayed (and NOT flicker)

Currently, there is no static backdrop for the wvr-modal. When it is used there is an unpleasant flicker that can be seen when the modal initially appears.

The cause of the flicker is unknown, but it needs to be identified and removed so that the modal can be displayed with the backdrop visible.
