Skip To Content shows up when Code Maroon Alert is visible. #511

During a Code Maroon Alert, the Skip To Content link is visible.

In mobile view, the Skip to Content partially covers up the "Link to CodeMaroon". Only the underline is being covered up.

This should be fixed in a way such that it still passes Accessibility requirements.
