Add Libretro Core Settings #2854

BizHawk doesn't have libretro core settings, even though they are present in the core itself. It would be nice to add this feature.

Any updates ? There are no reason to support Libretro if we can't configure any settings or maybe is there a different way to do it ? Thanks
