Missing REU emulation in C64Hawk #3353

BizHawk does not emulate REU components. This unsuprisingly makes Sonic on C64 unplayable at all. You need to use this command to load this game:

LOAD"*",8,1

(You will have to use Virtual Pad to type " due to #3184.)

I believe VICE supports this, so I'm adding it to the RetroArch epic.

In the meantime, I'll look at adding REU support.

Hope you gonna add REU for this one cause I really want to play sonic 1 C64 version on bizhawk.
