MAMECore: GDROM Could Not Find the File to Decrypt #3894

User Devrain despite having the same BizHawk 2.9.1, the same file of the files, and same xml file is unable to Run Guilty Gear XX. The only difference I noticed is that Devrain is using Chinese locale.
