Status bar defaults to show regardless of toggle settings

What steps will reproduce the problem?
1. Turn off status bar
2. Close emulator
3. Open emulator again
What is the expected output? What do you see instead?
Status bar should stay turned off, but doesnt even though the toggle says its 
off in the view dropdown. Saving to config doesn't change anything. It goes 
away if you turn it on and back off again, but the next time opening the 
emulator it will be back.

What version of the product are you using? On what operating system?
BizHawk 1.9.4, Windows 7

Please provide any additional information below.
I thought that this might have been reported before, but didn't see any listed 
report.

Confirmed on latest SVN.  I think we aren't saving the status bar's status in 
the config file.
