[glitch] Bases Loaded 3's ending graphics are glitched. #743

Describe the bug The graphics during the ending are glitched out.

To Reproduce Beat the game or load the save state. Bases Loaded 3 (USA).zip

(please complete the following information):

Additional context I'm using a no-intro rom. I tested the ending with Messen and it looked fine.

I'm not in PC ATM. Can you check what mapper it is? And the header if you can. Tnx

According to Messen, it uses MMC3 (4).

As for the header, sorry, but I don't know how to check that. There are some hex numbers in the bottom, I don't know if that's the header.

tried... appears to be not mapper related but some accuracy issue. it affects both normal ppu and new ppu. its sadly out of my league.
