Mesen supports to an extent of movie file recordings as well as multiple systems being: NES, SNES, Game Boy (Color), Game Boy Advance, PC Engine and Master System.

Is its rerecording robust? Or is it just for regular recordings?

There is no rerecording support as far as I can tell. Savestates/rewind are disabled while recording.
