Migrate website from pure static file-system based implementation to a CMS (Content Management System) driven website.

[ ] 2. Local dev setup
[ ] 3. Migrate content
[ ] 4. Deploy staging server
[ ] 5. QA and deploy into production

@JJPennington I finished some tasks today related to the website; mostly updating people's bios. I went through and closed some issues. I just renamed this one for you for the future whenever we want to migrate the site.
