The Adoption Considerations section of the spec is quite confusing given that the intent of the section was to explain how registries can be operated. I've taken another stab at writing this section.
Changes
Renamed Adoption Considerations -> Modes of Operation and moved it under the "Registry" section
Added a section to describe registries that allow individuals to bring their own DIDs
Added a section to describe registries that provide DIDs for a pre-existing user base
