Create and publish a reusable GitHub Action for `ftl schema diff` #1990

This would display the output of ftl schema diff (#1989) in a PR comment and require explicit manual approval of that diff before allowing merging. Adding the comment should be relatively straightforward, but I have no idea how we would achieve the latter.

This might somehow tie in with GHA Deployments, which support approval/rejection.
