Originally proposed here.

But @frankhinek's comment here proposed a slightly different approach. There was sufficient differentiation to warrant opening a new Pull Request as to compare and contrast the different approaches.

I propose we close #30 and merge this PR instead.

This isn't quite right because the point of initiation is SIOPv2, not OID4VCI. Closing this PR in favor of #30.
