Apply License Policy #83

Define a standard license policy and work with legal to ensure it fits. Then, encode this in our 3rdparty service tooling for automated checking. Those checks should run independently and fail the build if they don’t pass for either TBD code or its dependencies.

Next: create license summary doc; template from other orgs in ALR DMs w/ IP Legal. Review with IP Legal and use as the basis for policy in FOSSA.

We determined to use the standard FOSSA preconfigured policies and evaluate exceptions to those on a case-by-case basis. This is done.
