Oil not generated from BuildCraft and Galacticraft

no ## Bug description Be clear and concise of what the bug is. Oil not generated from BuildCraft and Galacticraft, even in oil biomes. I looked in the observer mode, I also did not find anything underground. ## Steps to Reproduce

• Launcher Used: -> CurseForge
• Memory Allocated: -> 2gb
• Server/LAN/Single Player: -> everywhere
• Optifine Installed: -> no

Oil comes from Immersive Petroleum using its pumpjack
