RandomTP takes 10-30 seconds to find a new location when loading #70

I recently discovered that the plugin takes a long time to enable, and I tracked it down to RandomTP's newLocation() method. Something might have changed with 1.14 or it's just the different map - or that we don't have a worldborder set, now that I think about it.

The component is turned off for now.
