Peer-to-peer support #11

Allow for peer-to-peer sharing of files. (New repository for self-hosted files?) I'd be down to allow the server side that handles the tracking to run on one of my servers.

After our IRC conversation... I can kind of see the benefit of this but I am not sure technically how to make it work. It would also be a low priority goal for me at least.

I'll leave it open in case anyone wants to help do this, or if I eventually decide I want to do this.
