Rewrite installation instructions and readme #16

I should rewrite INSTALL to actually explain how to install the thing better.

There will still probably be installers and whatnot for platforms on ticalc.org, but "pip install calcpkg" is going to be the strongly-encouraged method of doing things.

Also, the README should probably be rewritten, especially now that it's long_description.

It could be better, but I'm eager to release, so I think I'm going to flag this as closed by commit. :)
