Improve QoL for skill role suggestions #11

There are a few things that can be improved about the skill role suggestions system:

  1. There needs to be a punishment role which prevents people from making suggestions. (@NoSkillSuggestions)
  2. The bot should probably create a thread right away, instead of offering a button to do so.
  3. The voting system needs protection, so only @root can make the final decision, similar to #server-suggestions
  4. The embeds need to be spiced up a little bit, UI-wise. The role color of the suggested skill role could be used as the embed color.
  5. Users should be prevented from making skill downgrade suggestions, since those are almost never genuine.
