Timeouts for Skill Role Suggestions

People like to use the skill role suggestion system as a means to meme about. We should have a mechanism where when someone submits a bogus skill role suggestion, we can, e.g., mark that via reaction (e.g.: 🤦) and they will stack up timeouts from being able to use the system. Users should get a notification when a timeout is applied. If someone keeps submitting bogus suggestions, the timeouts will consecutively grow larger.

I think we haven't seen so much abuse since updating how it works so closing as not planned for now
