Essence Pools not spawning even when set to 1?

I can't find essence anywhere in the world and I've cranked its spawn rate up to its highest.

Forge Ver: 10.13.4.1614

Mod Ver: AM2.5-LTS-1.6.7

Isn't there a config option to disable the pools and enable an alternate method of acquiring etherium?
