Plants not containing leveled items #581

The following plants have a guaranteed ingredient drop because they're not set up to contain a leveled item.

I changed the pre-existing eyestar leveled list for the creature version from 60% chance to drop nothing to 30% and replaced the guaranteed item in the container eyestar with the list. I left the non-random arrowroot flower and created leveled lists for some of the other listed plants.
