Using OpenMW's Navigation Mesh Cache log, I found a number of meshes that have a RootCollisionNode that is not attached to the root node. When a RootCollisionNode is not attached to the root node, it is simply treated as another NiNode, and objects will collide with the rest of the mesh in addition to the RootCollisionNode.
