Bump Min Version #1036

Python 3.8 has reached end-of-life and so we should bump the minimum Python version (and corresponding dependencies)

@joehiggi1758 By the way, the changes that you added to min_version.py made this SUPER easy to find all of the places where I needed to make changes! It took me less than 5 minutes to complete this task! Thank you!
