New call participants bypass "Away mode" #140

What steps will reproduce the problem?
1. open a hangout
2. enable the away mode
3. participants that enter (or re-enter) the call after this will not be muted 
locally
4. disabling and re-enabling away mode fixes it

This is annoying if you set yourself to away mode to do for example a Skype 
call, and suddenly you can hear someone in hangout because he just joined or 
re-joined the call.
Was tested using version 2.0.1 on Windows and Mac.
