Members of Google Apps for Business cannot install Hangout Toolbox #155

What steps will reproduce the problem?
1. Invite non-admin member of Google Apps for Business Group to Hangout
2. Have them install Hangout Toolbox
3. Does not install

What is the expected output? What do you see instead?

The expected output would be for the users to have Hangout Toolbox installed. 
Instead, they only have icons on the left bar for Chat and Screenshare.

What version of the product are you using? On what operating system?

This problem seems to be happening on Mac OS systems using Yosemite, with the 
most recent version of Hangouts.
