Audio controls no longer working #163

What steps will reproduce the problem?
1.use hangouts with 2 or more users
2.attempt to adjust the volume of others in hangout
3.volume has no effect

What is the expected output? What do you see instead?
volume control per user, instead i get sliders to play with.

What version of the product are you using? On what operating system?
latest on win 8, however other users were on different systems (Mac OS, Linux) 
and had the same problem.

Please provide any additional information below.
we first thought it was affecting only the users on mobile, then Firefox, then 
Chrome, but now it affects everyone.

I have the same issue! And so have a lot of other people
I have win 7 64 bit
