Made suggestions to

changed key property slightly for simplicity (Red is larger instead of larger or equal)
skipping base weights definition (for simplicity)
explanation use case Red, Blue, Yellow (wording: stakeholder groups, reputation, proofs,...)
addressing zero-sum games, a weakness of Network-Weight Scaling on a stakeholder group level
overall structure of the doc
