Version OID present for those that don't have OID

I fixed the version OID info in the big file and marked the rows with status 6 to be re-migrated.

@rlindstrm some resources still do not have OID in spreadsheet:

• Anesteesia liigid
• Anesteesia riskid
• Elustamise käigus ettevõetud elupäästvad protseduurid
• Olulised kirurgilised protseduurid
• Olulised kroonilised haigused
• Sündimiskoht
• Sünnituse valutustamine
• Vastsündinu asfüksia markerid
• Volitatud töötaja volituse liik

Because they don't have OIDs. If there is no OID in the spreadsheet, Identifier element is not filled in.
