testing-and-building: Update? #4

Consider updating the TCW on testing-and-building now that there are a couple of different approaches to testing in practice: testing locally via Docker image vs. testing branches over GitHub.

Can we add some comments on testing branches on the official Jenkins sites? When is it a good idea to ask a Jenkins maintainer ( @peterstadler https://github.com/peterstadler, @raffazizzi https://github.com/raffazizzi , etc) to set up testing on a branch (to help facilitate review, etc)?

Related to this: Can the testing-and-building documentation supply some explanation--like a basic overview--of how the TEI Stylesheets and Guidelines repos relate to one another in the build process?
